Maritime domain awareness and dark-vessel detection

Coast guards and fisheries enforcement need two answers at once — who is where (AIS) and what is actually on the water (radar) — because the vessels that matter most are the ones running dark. The approach fuses live AIS tracks over all-weather Sentinel-1 SAR: a strong radar return with no AIS is a candidate dark ship (illegal fishing, sanctions evasion, smuggling), through cloud and darkness across coasts, seas and shipping routes, at basin scale, without tasking. The AIS-over-SAR fusion is in development; today ETD delivers the enhanced all-weather SAR it is built on.
