Fisheries and maritime authorities need to find vessels operating dark in their waters — the ones deliberately not broadcasting AIS. The idea is to overlay live AIS on all-weather SAR so a radar return without a matching transponder becomes a candidate for interdiction, across whole EEZs, through cloud and night, without tasking. The AIS-over-SAR fusion is in development; today ETD delivers the enhanced all-weather SAR it is built on.
