Grid reliability and outage detection from night-lights

Utilities, development banks and analysts need to know where power is out or where new grid is coming online, across regions with no reliable reporting. ETD super-resolves VIIRS night-lights to 25 m, nightly, so a neighbourhood-scale outage, a newly electrified district or an idled industrial site becomes individually visible, worldwide.
